Turkey makes anti-circumvention final ruling on Chinese synthetic and man-made s

On June 1, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/20, making a final anti-circumvention ruling on synthetic and man-made staple fiber fabrics originating in China, ruling that the involved products originating in China were imported through North Macedonia (Macedonia) Enterprise JagjemezlerDooel) to Turkey to avoid anti-dumping duties, so decided to levy anti-dumping duties of 0-44% of the landed price (CIF) on the products involved in North Macedonia, the Turkish tax codes of the products involved are 55.13, 55.14, 55.15, 55.16.
 
On September 30, 2000, Turkey launched an anti-dumping investigation on Chinese synthetic and man-made staple fiber fabrics. On February 15, 2001, Turkey began to impose anti-dumping duties on the products involved (see Announcement No. 2001/2). Since then, Turkey has conducted 3 sunset reviews, respectively on June 19, 2007, May 5, 2013, and December 31, 2018 (see Announcement No. 2019/4). Extend the tax deadline.
 
An anti-circumvention investigation was launched for short-fiber fabrics. On August 26, 2021, the Turkish Ministry of Trade issued Announcement No. 2021/41, making a final anti-circumvention ruling on synthetic and man-made staple fiber fabrics originating in China, ruling that the involved products originating in China passed through Spain, Italy, Germany Imported to Turkey to avoid anti-dumping measures, and began to impose anti-dumping duties on the products involved in Italy, Spain, and Germany.
 
On January 24, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/2, in response to the application of Turkish enterprises, to initiate an anti-circumvention investigation on synthetic and artificial staple fiber fabrics originating in China, and to review synthetic and artificial staple fiber fabrics originating in China. Whether fabrics are imported into Turkey via North Macedonia to avoid anti-dumping duties.
